This system has no CA, so it can't issue certificates to APs and ucentral-ingest has nothing to present. Creating one mints a root, an issuer and the controller's own server certificate, and writes the files ucentral-ingest reads.
The name becomes the certificate's CN. The AP compares it against what it dials by exact equality, so it is fixed at creation and changing it later means reissuing and re-pushing every AP.
Reuses the existing issuer, so device certificates stay valid and nothing in the field is invalidated. Leave the name unchanged to simply renew. Changing it means re-pushing every AP.
Mints a brand new root and issuer. Every certificate this system has ever issued stops being trusted, so all certed AP(s) must be reissued and re-pushed by hand — and an AP that can no longer reach the controller can only be recovered over SSH on its own LAN, or physically.
